AB COSME Programı ELIIT Projesi İkinci Teklif Çağrısı

AMACI

“ELIIT” Projesi tekstil, deri, giyim ve ayakkabı (TDGA) alanlarında faaliyet gösteren KOBİ’ler ile teknoloji sağlayıcıları arasında Avrupa çapında ortaklıklar yaratmayı hedeflemektedir. Sözü geçen sektörler Avrupa’da gelecek vaat eden başat sektörler olarak öne çıkmaktadır. 

Pazarlama stratejilerinde “standardizasyon” yerine “uyarlama” yönünde eğilimlerin benimsenmesi, yeni teknolojilerin ve malzemelerin kullanımın yaygınlaşması TGDA sektörlerinde faaliyet gösteren KOBİ’lerin daha karlı, üretken ve sürdürebilir bir yapıya sahip olmasını sağlayacaktır. Yenilikçi teknolojilerin benimsenmesi ve kullanılması KOBİ’lerin rekabet edebilirliğini tartışmasız bir şekilde arttırmaktadır. ELIIT, TDGA sektörlerinde faaliyet gösteren KOBİ’lerin yeni teknolojilere adapte olmasını amaçlamaktadır. Üretim yapan firmalar ve teknoloji firmaları arasındaki işbirliği güçlenecek ve uluslararası iş ağı desteklenecektir. Ticari paydaşlar ile olan etkileşim artacak, fikri mülkiyet haklarını koruyan KOBİ’lere de destek olunacaktır. 

ELIIT konsorsiyumu kurulacak ortaklıkları aşağıdaki şekillerde destekleyecektir: 

• Teknik beceriler veya yumuşak beceriler (soft-skills) alanlarında birinde olmak üzere kapasite arttırıcı koçluk hizmetleri sağlanacak
• Ortaklar ve sektörün diğer kilit paydaşları arasında ağ oluşturma etkinlikleri, çalıştaylar, sergiler vb, şeklinde etkinlikler düzenlenerek profesyonel bağlar oluşturulacak. 
• Fikri mülkiyet hakları için rehberlik faaliyetleri düzenlenecek
• Katma değeri ve karlılığı yüksek ürünler veya prototipler geliştirilmesi için finansal destek sağlanacak

UYGUNLUK KRİTERLERİ

Tekliflerin aşağıdaki özelliklere sahip konsorsiyumlar tarafından sunulması gereklidir;

• Başvurular AB üye ülkelerine, COSME Programı’na katılan ülkelere ve Birleşik Krallık’a açıktır.
• Ortaklıklar 1 adet KOBİ ve 1 adet teknoloji sağlayıcısı (inovasyon merkezleri, üniversiteler, araştırma merkezleri, start-uplar vb.) arasında kurulmalıdır. 
  • TDGA KOBİ'leri için özel kriterler - Bir KOBİ olarak kalifiye olmak için bir kuruluş;
    • KOBİ tanımımıza uymak
    • tekstil, giyim, deri ve / veya ayakkabı sektörlerinde faaliyet göstermek
    • yenilikçi teknoloji tabanlı çözümleri ürünlerine, hizmetlerine veya süreçlerine entegre etmeye istekli olmalıdır
  • Teknoloji sağlayıcıları ve sahipleri için özel kriterler (örneğin araştırma merkezleri, üniversiteler, yenilik merkezleri, yetkinlik merkezleri)
• Ortaklığı oluşturacak KOBİ’ler ve teknoloji sağlayıcıları https://eliit.ems-carsa.com/ linki üzerinden proje başvuru sistemine (ELIIT Project submission system – EMS platform) üye olmalıdır. 
• Başvurular sadece bir ortak tarafından EMS platformu üzerinden yapılacaktır. Başvuruyu yapan ortak koordinatör diğer ortak ise partner olarak kabul edilecektir. 
• Projelerin 12 ila 18 ay sürmesi beklenmektedir. 

Tüm başvurular sadece İngilizce olarak yapılmalıdır.

BÜTÇE VE PROJELERİN FİNANSMANI

ELIIT konsorsiyumun ikinci çağrı için 10-12 proje fonlaması beklenmektedir. 

Proje başına düşen hibe miktarı 70.000 Avro’dur. 

Hibe miktarı uygun harcamaların maksimum %100’ü kadar olacaktır. 

EMS PLATFORMU VE ORTAK EŞLEŞTİRME

Bütün KOBİ’lerin ve teknoloji sağlayıcılarının https://eliit.ems-carsa.com/ linki üzerinden proje başvuru sistemine (ELIIT Project system-EMS platform) üye olması gerekmektedir. Platform, üyelerine ortak bulma fırsatı sunmaktadır. 

EMS platformu üzerinden ortak bulunamaması halinde [email protected] adresine mail yoluyla ortak bulma yardımı için talep gönderebilir. Ortakların birbirini EMS platformu üzerinden bulmuş olması şart değildir ancak bütün ortakların platforma kayıt olması zorunludur. Ortaklar aynı ülkeden olabilir ancak uluslararası ortakların desteklenme şansı daha yüksek olacaktır. 

ZAMAN ÇİZELGESİ

Çağrı için teklifler elektronik olarak 14 Nisan 2021 saat 17.00’ye (Brüksel Saati) kadar sunulabilir. 

Elektronik başvuru yapmadan önce “Başvuru Sahipleri için Rehber” doküman ve tüm detayları içeren “Çağrı Metni” tam olarak incelenmelidir.

OBJECTIVES

The objective of the Call is to support the implementation of technology transfer partnership projects between SMEs active in the TCLF industries and technology providers/owners. In particular, ELIIT will support partnership projects that propose the implementation, application and use of disruptive and innovative technological solutions that can enable new and advanced technical capabilities for the performance of the beneficiary SMEs. ELIIT will support European cooperation for the use of technology-ready solutions (TRL 7 or higher) to improve productivity, value chain integration, resource efficiency and to create new high added-value products and services. 

Technology providers/owners include a variety of organizations such as Technology and Innovation Centres, Universities, Research Centres and Corporates, SMEs and start-ups.

ELIGIBILITY CRITERIA

Proposals must be submitted by consortiums with the following characteristics;

• Applications are open to EU member countries, countries participating in the COSME Program and the United Kingdom.
• Partnerships should be established between 1 SME and 1 technology provider (innovation centers, universities, research centers, start-ups, etc.).
  • Specific criteria for TCLF SMEs - To qualify as an SME, an organisation must 
    • conform to our definition of an SME
    • be active in the textile, clothing, leather and/or footwear sectors 
    • be willing to integrate innovative technology-based solutions into its products, services or processes
  • Specific criteria for providers and owners of technology (e.g. research centres, universities, innovation centres, competence centres) 
• SMEs and technology providers that will form the partnership must be a member of the project application system (ELIIT Project submission system - EMS platform) via the link https://eliit.ems-carsa.com/.
• Applications will only be made by one partner through the EMS platform. If the partner making the application is the coordinator, the other partner will be considered as partner.
• Projects are expected to last 12 to 18 months.

All applications must be submitted only in English.

BUDGET 

ELIIT consortium is expected to fund 10-12 projects for the second call.

The grant amount per project is 70.000 Euros.

The grant amount will be up to a maximum of 100% of the eligible expenditures.

EMS PLATFORM AND PARTNER MATCHING

All SMEs and technology providers are required to subscribe to the project application system (ELIIT Project system-EMS platform) via the link https://eliit.ems-carsa.com/ . The platform offers its members the opportunity to find partners.

If a partner cannot be found on the EMS platform, he/she can send a request for partner finding assistance via e-mail to [email protected] . Partners do not have to find each other through the EMS platform, but all partners must register on the platform. Partners may be from the same country, but international partners will have a higher chance of being supported.

TIMETABLE

Proposals for the call can be submitted electronically until April 14, 2021, 17:00 (Brussels Time).
